Carlos Ochoa
Sr. Communications Manager
Carlos Ochoa is a communications strategist, democracy advocate, and former archaeologist. Trained in cultural anthropology, he shifted gears in 2011 to enter the nonprofit sector and took on the role of a stay-at-home father in 2015.
His introduction to democracy reform began in 2018 when he spearheaded an earned media campaign for Save IRV Memphis. This initiative aimed to preserve Instant Runoff Voting, an electoral system designed to increase voter representation. Despite a challenging political landscape and subsequent statewide ban on the practice, Carlos helped lead his team to victory and defeated the repeal.
He later joined More Equitable Democracy, where he refined his communications skills and authored a Racial Justice Guide to Electoral Systems. This work deepened his understanding of democracy's structural elements, highlighting both its opportunities and pitfalls.
Now at Movement Law Lab, Carlos concentrates on strategic communications, crafting impactful narratives, and supporting a staff dedicated to counteracting authoritarian regimes.
Carlos resides in Memphis, Tennessee, with his son and their pet dog, Bongo.
